C.P.E.S. Becoming a Hiring and Advancement Requirement

I.A.P.E. has been receiving messages from throughout the country about municipalities that are now requiring individuals to achieve the Certified Property and Evidence (C.P.E.S.) certification as a condition of employment or to be considered for promotion. Here are a few examples of these requirements:
 
Allegheny County, Pennsylvania - Evidence/Property Administrator
Upon appointment ... must successfully pass the Certified Property & Evidence Specialist certification test issued by the International Association for Property and Evidence.
City of Albuquerque, New Mexico - Police Property and Evidence Manager
... ability to obtain Certified Evidence Technician Certification within one (1) year of employment.
Fairfax County, Virginia - Property and Evidence Technician
A condition of employment is that persons hired to work in the Property Room must become C.P.E.S. certified within a year of their employment.
Division of Forensic Sciences, State of Virginia - Incentive Payment
Property and Evidence Managers and Technicians who work for the State of Virginia's Crime Lab can get a 10% pay raise by obtaining the C.P.E.S. designation.

As Joe Latta always asks in class, are the above requirements individual "events" or are they the beginning of a new "trend" across the U.S. and Canada?
